СТРУКТУРНЕ ПРОМЕНЕ МУЛТИЛАТЕРАЛНЕ ДИПЛОМАТИЈЕ ЕВРОПСКЕ УНИЈЕ У ГЕНЕРАЛНОЈ СКУПШТИНИ УЈЕДИЊЕНИХ НАЦИЈА

Сажетак

Предмет рада су структурне промене мултилатералне дипломатије Европске уније (ЕУ) посматране кроз унапређење њеног дипломатског система Уговором из Лисабона и унапређени положај посматрача у Генералној скупштини Уједињених нација (ГСУН) која је главни орган стварања политике и представљања у Организацији Уједињених нација. Применом Рагијевог (John Ruggie) теоријског приступа и метода дипломатске анализе мултилатералне праксе извршено је сагледавање остваривања мултилатералног дипломатског деловања ЕУ у ГСУН и пре стицања унапређеног положаја посматрача у УН и после оствареног стицања овог јединственог положаја. Циљ рада је да се издвоје поуздани међаши емпиријско-теоријске подлоге повећања теоријске рефлексије измена мултилатералне дипломатије ЕУ и измена које својим мултилатералним дипломатским деловањем у ГСУН врши на овој глобалној платформи на мултилатералну дипломатију света. Први део рада посвећен је теоријској рефлексији одређења иновативности дипломатије ЕУ и препознавању њеног елементарног доприноса постојећем дипломатском систему. Друго поглавље односи се на хронолошки приказ измена положаја и дипломатске активности ЕУ при УН до Уговора из Лисабона, како би се затим у наредном поглављу детаљно описала дипломатска измена ЕУ у институционалном, нормативном и практичном смислу. У складу са тим прегледом дипломатских измена деловања ЕУ при ГСУН издвајају се главне посебности у начину вођења ЕУ дипломатије. Кључни налаз је да мултилатерални дипломатски ДНК Европске уније држи основу њеног дипломатског предузетништва у ГСУН снажном, упркос битним унутрашњим променама и променама свог дипломатског система. Закључно, иновативност у дипломатији ЕУ кључни је елемент будућих нараштаја дипломатских активности глобалних актера где се ЕУ посматра као модел који је уједно и јак глобални актер али и модел који треба пратити.
