КУЛТУРА ТАЈНОСТИ У ДИГИТАЛНОМ ДОБУ: ИЗМЕЂУ НУЖНОСТИ, ЗЛОУПОТРЕБЕ И САЈБЕР БЕЗБЕДНОСТИ

Сажетак

Култура тајности представља институционализовани модел управљања информацијама, који се развија од античких цивилизација до савременог дигиталног доба. Иако је историјски била оправдана безбедносним и политичким интересима, често је служила као средство концентрације моћи и ограничавања демократског надзора. У Римском царству, подаци су се чували у формализованим архивама (tabularia), а кинеске династије Ћин и Хан успоставиле су бирократске механизме за заштиту поверљивих информација. Савремени облици, као што је D-Notice систем у Великој Британији, настављају традицију институционалне тајности, док дигиталне технологије омогућавају суптилније облике надзора — кроз алгоритме, масовно прикупљање података и класификовање јавних уговора. Злоупотребе попут софтвера Pegasus и активности узбуњивача, попут Едварда Сноудена (Edward Snowden), откривају рањивост приватности и изазивају шире друштвене дебате. Истовремено, правни инструменти попут Закона о слободном приступу информацијама у САД и иницијативе за декласификацију докумената указују на настојања да се обезбеди јавни надзор. Овај рад анализира историјску еволуцију културе тајности, њену дигиталну трансформацију и савремене изазове у постизању равнотеже између легитимне заштите и транспарентности.
