ЈАВНА ОВЛАШЋЕЊА И ЈАВНЕ СЛУЖБЕ НЕТЕРИТОРИЈАЛНИХ АУТОНОМИЈА НАЦИОНАЛНИХ МАЊИНА – КОМПАРАТИВНИ АНАЛИЗА

Сажетак

У овом раду анализирамо јавна овлашћења и јавне службе нетериторијалних аутономија националних мањина, као специфичних организационих структура и функционалних управних надлежности у виду јавних овлашћења која су им поверена. Нетериторијална аутономија у последње време све више заокупља пажњу како научне тако и стручне јавности, јер се у бројни проблеми националних мањина у различитим државама могу решити кроз нетериторијалну аутономију. Како јавне службе и управна јавна овлашћења представљају саставни део јавне управе у организационом и функционалном смислу, у овом раду анализирани компаративни модели указују да нетериторијалне аутономије све више представљају и припадају целини јавне управе у многим савременим државама у свету. Она може послужити и за даљу анализу поло жаја и статуса нетериторијалне аутономије националних мањина и у Републици Србији. Одговорајући правни оквир у том смислу у Републици Србији већ постоји, али до сада није темељно изучаван.
